Importing the file into a phone
Send the .vcf to yourself — WhatsApp, email, Drive, anything — and open it on the phone. Android offers to import it into Contacts; iPhone shows the card and an Add All Contacts option. From a computer, Google Contacts → Import, or iCloud Contacts → the gear icon → Import vCard.
Put the country code in before you import. A number saved as 098765 43210 looks right in the phone book and matches nobody on WhatsApp — the app matches on the full international number. The toggle above does this for the whole sheet at once.
Worth saying plainly: importing a list of numbers into a phone is not permission to message them. People you have no relationship with will report the number, and on WhatsApp enough reports costs you the number itself — not just the campaign.

What should my spreadsheet look like?
One row per contact, with a header row on top. A name column and a phone column is enough; email and company are picked up if they are there. The columns are matched by their headings, and you can correct the matching before downloading.
How do I import the .vcf into my phone?
Send the file to yourself (WhatsApp, email, Drive) and open it on the phone - Android offers to import straight into Contacts. On iPhone, open the file and choose Add All Contacts. On a computer, Google Contacts → Import, or iCloud Contacts → the gear icon → Import vCard.
Will the numbers work on WhatsApp?
Only if they carry the country code. Turn on international format and the tool drops the leading zero and puts your code in front, which is the form WhatsApp matches on. A number saved as 098765 43210 will not match anyone.
Does it handle .xlsx and .csv both?
Yes, plus .xls and .tsv. Everything is read in your browser, so a sheet with several thousand rows is no problem.
Can one contact have two numbers?
Yes - map a second phone column and both land on the same contact card, the first as mobile and the rest as other numbers.
Is my list uploaded?
No. The spreadsheet is read on your machine and the .vcf is built there too. Nothing is sent to us, stored or logged.
Saving numbers to a phone is not how you message a list.
